and do they have better armor? (those NPC who take ur iron+steels and make 1, not the collectors)if so, how far/where are they from amnoon oasis?

The best armor in the game (statwise) is available at Droknar's Forge which is normally only accessible after you Ascend. Head East from Amnoon Oasis to "Augury Rock" to get your Ascension quests.

Example:
Best warrior armor at Amnoon is 71
Best warrior armor at Droknar is 85
